TECHNICAL AND ECONOMIC ASPECTS IN THE ESTABLISHMENT OF TARGET RADIOACTIVE WASTE DISPOSAL FUNDS

This paper evaluates the international practices associated with radioactive waste (RW) disposal funding mecha nisms and their specific features influenced by scientific and engineering approaches and existing national systems established in the nuclear power sector. It demonstrates quite notable differences in the practical models according to which target funds for RW disposal are established and managed in different countries. Costs for R&D programs, which are viewed as integral parts of any RW disposal project providing for construction and operation of a RW disposal facility, are evaluated and included in the calculations of target contributions paid by operators within the overall cost base. Moreover, many countries opt for a “risk reserve” mechanism to cover some unforeseen costs under long-term projects.
